Minutes of the meeting of 11/27/06

Meeting Opened at: 8:37am

Select Board Members Present: Michael Storch, Chairperson, and Wayne Burkhart

Also in attendance for the meeting: Laurily Epstein for the Monterey News

The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
1.      Upcoming meeting with Ken Wagner on 12/4/06 about the NOI for draw down & possibility of dredging along shore line.
2.      Fairview Rd. is done for now, there may be more work done in the spring.  W. Burkhart inquired about the estimated costs to repair this road and M. Forbes stated it was approximately $25k.  Once all the bills come in, he’ll have a more accurate number.
3.      River Rd: the crew is back working and M. Forbes will check on their timetable.
4.      Chapter 90 reimbursements have been submitted and the town is up to date.
5.      There is another 6-8 inches (approx) to go down on Lake Garfield.
6.      Tree limbs on Mt Hunger Rd: the highway crew will pick up the stuff in front of the fence.
7.      New Marlboro Rd: dead tree that fell is on private property and will not be picked up by the Town.
8.      W. Burkhart inquired about a tree on Wellman Rd that M. Forbes stated was cut by L. Scheffey not the town.
9.      The Monterey School expressed their happiness with the balance beam that was moved there for the kids.
10.     Transformer burnout on Hupi Rd.

The board met with Building Inspector, Donald Torrico and reviewed the following items:
1.      Issued building permits were reviewed.
2.      D. Torrico stated that he has quite a few rejection letters to write for projects that will need to appear before the ZBA.
3.      Certificates of Occupancy were issued to 32 Bidwell Rd: Aronson and 50 Mt Hunger Estates: Lombardo.
4.      The Mazza garage built without permits/not to code is being worked on and the owners are trying to get the contractor to return.
5.      M. Storch inquired when D. Torrico would contact the camps.  D. Torrico stated this would happen in the spring to coincide with their other inspections.  D. Torrico suggested that the Board of Health should not issue their permits until the inspection report is received from the Building Department.
6.      D. Torrico suggested that Town of Monterey may want to suggest splitting the cell phone that is supplied by the Town of Lee to make him accessible via cell phone for emergencies because several people are not following the procedures for contacting the Building Inspector regarding inspections and such.  D. Torrico was asked to supply an approximate cost of the request.


The board met with Police Chief, Gareth Backhaus to review the following items:
1.      Rabid animal call, which was later determined to not be rabid.
2.      Assisted New Marlborough with a section 12 on Thanksgiving.
3.      2 abandoned 911 calls: Elephant Rock Rd and Cronk Rd.
4.      False alarm on Wellman Rd.
5.      Pedestrian sign for the crosswalk; M. Storch asked the Chief to have the highway department return it to the crosswalk in front of the town hall.
6.      Electronic Speed Sign grant: notification has not been received from the Dept of Public Safety yet.  The board requested that the Chief send a follow up letter about our application.

The board met with Inter-Departmental Secretary, Melissa Noe to review the following items:
1.      Ongoing personnel matter with an elected official, M. Storch and W. Burkhart will arrange a meeting with the elected official to discuss the seriousness of the situation.

Miscellaneous Select Board Items Reviewed:
1.      Minutes from 11.20.07 were approved as written.
2.      M. Storch reported that the BRPC has disbanded a countywide affordable housing committee due to lack of funds.
3.      Letter from the education committee was reviewed and discussed.  The board decided to hold this until next week when J. Sylbert returns.
4.      Land swap with Gould Farm:  S. Ross has spoken with Corey at Gould Farm but we have not received an update as of today.
5.      A memo was written to the Treasurer requesting a meeting with the MIIA representative.
6.      A memo was written to the Treasurer confirming that all employees have received a copy of the sexual harassment policy and have given a signed receipt to the town for their personnel records.
7.      Southern Berkshire Solid Waste Management District alternate appointed position: It was unanimously voted to remove this position as all surround towns only have one representative.
